If you turn on a new Windows 10 device for the first time and the device starts on the welcome screen instead of OOBE, it’s because dwm.exe, a critical Windows process, is not starting.

According to Microsoft, under certain circumstances, the video driver sends a TDR (Timeout Detect Recovery) that (intentionally) causes Winlogon to stop and DWM to reboot.

If TDR happens very early in the startup sequence (either before Winlogon fully initializes the state machine or before Winlogon starts DWM for the first time), it is possible to go into a loop where dwm.exe continues to minimize. Once in this cycle, the session ends, allowing you to log in as another user.
